Jim Beighley

Chief Executive Officer

CEO of Citadel Pacific Ltd overseeing all operations across Guam and the CNMI for its Data Center, Telecommunications, Solar Energy and Oil & Gas operations.

James Oehlerking

Chief Operating Officer

Jim has spent nearly a decade on Guam running mobile and fixed line operator, IT&E. Jim has over three decades of telecoms management and operational experience spanning the Asia Pacific for Motorola and Black Box Network Services.

Wilfred Kwan

Chief Technical Officer

25+ years of experience in telecoms network & data center operations, software development, integrated circuit design, product development and customer care.
Six years as COO of Global Cloud Xchange. Former CTO of Pacnet and Director of Operations for MCI Worldcom.

Senior Manager of Interconnection Strategy

Jose comes from many years of experience in managing and maintaining operational enterprise, academic and research networks as well as the implementation of two internet exchange points prior to Guam IX.
